Bits and pieces:
The streets in Uptown Minneapolis are narrow during the summer and almost unworkable in the winter. This is as clear as it gets:
The snow doesn’t deter the Lake Calhoun joggers.
I still see people in shorts too. I saw an undergrad on the University of Minnesota campus running across the Washington Avenue Bridge wearing shorts in -10 degrees a few days ago. But that is an extreme example. (Most Minnesotans aren’t THAT crazy.)
Running in shorts is probably as irresponsible as walking on the lakes, which I, and a lot of people do:
